Action Plan of the BSEC Working Group on
Agriculture and Agro-Industry

(1 January 2010 – 31 December 2011)

 
The BSEC Working Group on Agriculture and Agro-Industry will carry out its activities in accordance with the Charter of the BSEC and other BSEC statutory documents, Resolutions and Decisions of the Council, Declarations or Statements adopted within the BSEC and the present Action Plan. 

The Action Plan in the field of agriculture and agro-industry will intensify the co-operation between the BSEC Member States and will reflect both the national programmes and priorities and the regional interests.

The Action Plan is adopted for the period 2010-2011 and aims to advance the interaction of the Member States at regional level through programmes or projects of common interest, taking into account the economic, social, safety and environmental aspects of the Member States.

MAIN DIRECTIONS FOR COOPERATION

The BSEC Working Group on Agriculture and Agro-Industry will focus its activities on the following aspects of common interest:

1.  Elaboration of recommendations aimed at supporting the agricultural sector in the BSEC Member States, consideration of measures to assist small and medium-sized enterprises operating in the area of agriculture.   

2.  Cooperation with relevant international organizations and consultations with GFCM of FAO and Commission of the Protection of the Black Sea against Pollution on the elaboration of efficient measures of exploration of fishing stocks in the boundary-neighboring aquatories, with the participation of the representatives of national specialized authorities and research institutes in order to observe relevant legal provisions.

3. Cooperation of the BSEC Member States in vine-growing and wine-making sectors. Joint organization of and participation in the wine exhibitions and fairs.

4. Cooperation among the BSEC Member States’ national genetic banks of plants for protecting, storing and imploring the genetic resources of plants in order to include the latters into national programs of selection and to secure biodiversity. Consideration of opportunities to elaborate an agreement on exchange of genetic modifying technologies.

5. Organization of workshops and seminars in the BSEC Member States on issues related to agriculture in order to ensure better conditions for the public-private dialogue.

6. Exchange of experience and best practices among agrarian research and educations institutions, dealing with similar issues in agriculture and agro-industry the BSEC Member States.

7. Consideration the relevant BSEC PDF applications, implementation of regional projects in the field of production and processing of agricultural products as well as in other related areas.

8. Cooperation in selection, reproduction and protection of plants, further enhancement of cooperation among the veterinary, phyto-sanitary and plant quarantine services of the BSEC Member States, elaboration of joint regional programs for effective management and control of the plant quarantine disease.

9. Elaboration of a joint program for countering proliferation of high-patogenous avian influenza, African swine fever etc. in the BSEC region as well as a program for combating proliferation of carnivorous rabies

10. Review of the opportunities for simplification of export and import procedures for agricultural products among the BSEC Member States, particularly the fresh fruit and vegetables.

11. Development of cooperation and exchange of information and experience in the field of food safety among central competent authorities and national reference laboratories of the BSEC Member States.

12. Promotion of the active dialogue with other international organisations, regional
co-operation initiatives and programmes in the field of agriculture.

13. Consultation on the elaboration of harmonizing the labelling standards for food products, as an important part of food quality and food safety.

14. Discussion and exchange of experience concerning the monitoring of food supply chain in the BSEC Member States.

15. Consideration of issues related to water management techniques in agriculture.

The Working Group will analyze annually the state of implementation of the present Action Plan. The Country-Coordinator will coordinate and lead the work to be carried out under the present Action Plan. This Action Plan shall be implemented without any prejudice to the international obligations, EU commitments or provisions of the national legislation of the BSEC Member States. 

  
PRIORITIES OF THE WORKING GROUP

1. Elaboration of efficient measures of exploration of fishing stocks in the boundary-neighboring aquatories of the Member States, with the participation of the representatives of national specialized authorities and research institutes. Cooperation among the BSEC Member States’ national genetic banks of species of fish.

2. Assessment of the prospects for optimization of cooperation in wine production sphere between the BSEC Member States

3. Development of cooperation among the BSEC Member States’ national genetic banks of species of fish and plants for protecting, storing and imploring the genetic resources of plants; elaboration of an agreement on exchange of genetic modifying technologies.

4. Cooperation in selection, reproduction and protection of plants, further enhancement of cooperation among agrarian research and educations institutions as well as veterinary, phyto-sanitary and plant quarantine services of the BSEC Member States, elaboration of joint regional programs for effective management and control of the plant quarantine disease.
