PLAN OF ACTION
OF THE BSEC WORKING GROUP ON ENERGY FOR 2007-2009
Country-Coordinator: Republic of Armenia
Guided by the provisions of the Declarations on Cooperation in the Field of Energy adopted by the BSEC Ministers of Energy of the BSEC Member States particularly in Baky (2003) and Alexandroupolis (2005) Declarations and Statement of Ministers of Energy of the Member States of BSEC in Sochi (2006);
Conscious of the crucial role of energy security plays in sustainable development of the BSEC MS and the region as a whole;
Emphasizing the importance of deepening of the cooperation between the BSEC Member States in relation to the strategic significance of the wider Black Sea area in the further development of the energy infrastructure in Eurasia and in the questions of the interconnection of the power systems and development of oil and gas systems of the BSEC states;
Recognizing the importance of implementation of the energy policy in the region related to development of new regional infrastructure to ensure the diversification of energy supplies with consideration of developments in international and mostly regional oil and gas markets;
Acknowledging that diversification, which concerns both sources of energy and routes of their delivery, is closely connected with the question of stimulation of the development of energy infrastructure and the optimization of the routes of energy resources transportation;
Acknowledging the significance of developing renewable energy sources and energy efficient technologies in view of protection of the environment and rational utilization of natural resources as well as enhancing of energy security and independence;
Stressing that compliance with the international law and adherence to internationally recognized practices is a prerequisite for comprehensive and efficient cooperation in the BSEC region;
Acknowledging the importance of the convergence of the energy strategies, taking into account the national interests and the region as a whole.
Emphasizing that the commitment to the BSEC objectives in cooperation in the field of energy and more active participation of the BSEC MS in the framework of BSEC WG is a prerequisite for the realization of the set of Strategic Objectives in energy field;
Emphasizing the role of the Organization of the Black Sea Economic Cooperation and its related bodies (the Parliamentary Assembly of the Black Sea Economic Cooperation, the BSEC Business Council, the Black Sea Trade and Development Bank and the International Center for Black Sea Studies) as the comprehensive mechanism of multilateral cooperation in the field of energy.
Aiming at the implementation of Strategic Objectives elaborated for practical realization of the provisions of the said Declarations,
The Plan of Action of the WG on Energy shall be as practical and results-oriented as possible, focusing on the following main areas:
I. ENERGY SECURITY
Objectives: Ensure reasonable level of energy security for each BSEC MS and the region as a whole through intensification of cooperation among them aimed at maximal utilization of domestic energy resources for power generation and implementation of appropriate diversification policy by the development of generating sources, intensification and extension of cooperation in the transportation/transiting of energy resources across the BSEC region and other countries, including development of new routes of supply and new regional infrastructures.
Aimed to convergence of the energy strategies of BSEC MS and ensuring the respect and adherence to the principles and norms for the international law, closely cooperate with EU regional initiatives taking into account the national interests of each country and the region as whole.
Actions to be undertaken: Discuss at the WG the issues of energy security for each BSEC MS and the region as whole; elaborate recommendations; study experiences and best practices; with consideration of intersectoral activities carried in the framework of EU, the Energy Charter, IEA OECD, Energy Community for South-East Europe and other international organizations and regional stakeholders.
Step forth specific projects aimed at development of bilateral and multilateral cooperation.
Working methods: discussions of the relevant issues at the WG, workshops and seminars organized on a broad base participation.
II. LEGISLATION AND REGULATIONS
Objectives: Promote the gradual harmonization of the relevant national legislations of the BSEC Member States toward the establishment of an integrated BSEC energy market.
Actions to be undertaken: Following studies of best practices and experiences of the BSEC Member States, experts will consider issues pertaining to the improvement of the relevant national regulations and come up with proposals on possible streamlining of appropriate actions to bring national regulations in the field of energy into conformity with the appropriate international and European norms and regulations.
Close cooperation with PABSEC, BSEC Business Council, ICBSS, IEA, the EU, Energy Community for South-East Europe and other international organizations and specialized agencies is to be ensured.
Working methods: WG meetings, exchange of information through seminars and workshops organized jointly with international organizations and other partners, developing joint projects and programs.
III. ENVIRONMENTAL PROTECTION
Objectives: In view of ensuring effective action against climate change to strengthen environmental protection through the application of best practices and environmental standards during designing and implementation of national and regional projects in energy.
Review regional energy strategy with reflection in it the balancing objectives of environmental protection, competitiveness and security supply.
Develop effective alternative and renewable energy sources, as well as promote climate-friendly diversification of energy supplies.
Actions to be undertaken: Engage in close cooperation with major investors operating in the region, international organizations and specialized agencies. Exchange of information on best experiences and practices.
Conduct discussions and elaborate specific proposals aimed at adoption of mechanisms laid down in Kyoto protocol and carrying out joint bilateral and multilateral initiatives to fight against the rise in GHG emissions.
Organize exchange or practice and realize joint programs toward elaboration of corresponding methodology applying the provisions of Clean Development Mechanisms.
Enhance cooperation between the Working Group on Energy and the Working Group on Environmental Protection
Working methods: Conduct workshops, seminars and training programs, develop joint projects.
IV. ENERGY EFFICIENCY
Objectives: Promote energy efficiency throughout the region and develop long-term targeted energy efficiency campaigns, including research, demonstration, market incentives, best practices, and develop relevant investment projects.
Contribute to the adoption by the BSEC Member States of technical standards in compliance with the international requirements for gaseous emissions.
Take into consideration the common provisions of energy efficiency in regard with technology utilized in production, in the processing of agricultural materials, construction, especially in apartment houses, urbanism.
Actions to be undertaken: Engage in close cooperation with international community, conduct study and develop mechanisms to stimulate investment in energy efficiency projects.
Working methods: exchange of information, meetings, training programs, workshops and seminars.
V. ALTERNATIVE AND RENEWABLE SOURCES
Objectives: Increasing the use of renewable energy sources, including solar energy, biomass, wind energy, geothermal energy and other alternative energy resources if any. Focusing on developing renewable energy and micro-generation projects as well as implementation of Kyoto Protocol clean development mechanism could spur investments in such energy projects, help countries reduce reliance on imported oil and improve lives of many people.
Recognize the important role and encourage the use of advanced technologies towards a clean environment.
Actions to be undertaken: Exchange of information in the field of efficient use of different energy resources, information in regard with the projects elaborated and carried out in BSEC region, application of advanced practice of developed countries, discussion of possibility of realization of joint initiatives. Development of national and regional supportive policy framework for full utilization of national renewable energy potential and reduce the region’s dependence on imported oil.
Working methods: exchange of information through seminars and workshops, training programs organized jointly with international organizations and other partners, developing both national and joint regional projects and programs.
VI. PROMOTION OF BSEC, INTERNATIONAL COOPERATION AND PROJECT DEVELOPMENT
Objectives: Promote BSEC region as an emerging important player in international energy security architecture; promote the organization of BSEC as the only full-fledged regional multilateral mechanism for promoting cooperation in the field of energy; engage in a more cooperative and comprehensive basis cooperation with other important stakeholders in the field
Actions to be undertaken: Develop BSEC-EU regional energy interaction to ensure further enhanced institutional relations between the two organizations as well as obtain more flexibility and ability to respond quickly to new challenges in an ever changing global environment; initiate new projects through the BSEC Project Development Fund as well as projects with the support of international institutions and private sector donors.
Encourage cooperation and exchange of information regarding advanced and clean technologies such as gasification and liqiudification of coal as well as promote research and development activities among the Member countries.
Working methods: joint working meetings, organizing regular international forum, participation in other international fora, displaying the information on the BSEC Energy web page.
Cooperate with the Business Council in its activities that aim to promote the region to foreign investors and help improve the business and investment climate.
Encourage a thorough dialogue regarding investments aiming to focus on priority projects with an appropriate BSEC regional impact.
Examine proposals and other activities mentioned in the Evaluation Report of the Activities of the Working Group on Energy for the period of 2005-2007.
VII. MONITORING OF THE IMPLEMENTATION OF THE PROVISIONS OF THE BSEC DECLARATIONS ON COOPERATION IN ENERGY
Objectives: Ensure coherency, consistency and continuity in implementation of the provisions of Declarations, Strategic Objectives and aims of the Plan of Action of the BSEC WG on Energy.
Explore compatibilities among the Energy Strategies of the Member States with a view to facilitate finding mutually beneficial ways of energy cooperation within the BSEC region.
Actions to be undertaken: Work out benchmarks for the assessment of the progress made, discuss on regular basis progress made and develop mechanisms of monitoring
Finalize the process of collecting the national Energy Strategies of the Member States to be followed by a publication and convening a conference dedicated to this subject in 2008.
In the same context, the replies of the Member States to the Energy Questionnaire need to be analyzed with a view to draw final conclusions on the implementation of Ministerial Declarations and Statements in the respective countries.
Elaboration of the final analysis with the view to identify the most beneficial areas for energy cooperation between the Member States.
Working methods: Meetings of the WG with CSO, reports and recommendations of the WG, Country-Coordinator and PERMIS, informal discussions on a broader base participation.
Take into consideration the recommendations of the Ad Hoc Working Group on Cooperation among BSEC Member States on Exploration and Extraction of Hydrocarbon Resources of the Black Sea.
Close cooperation with ICBSS, active participation in the WGE of its Energy Expert in charge of the analysis of the National Energy Strategies, discussion on the objectives and the methodology to be followed.
