The BSEC region, with its vast area prone to natural disasters, experienced also man-made disasters. Aware that often such disasters do not recognize borders, the Agreement Among the Governments of the Participating States of The Black Sea Economic Cooperation (BSEC) on Collaboration in Emergency Assistance and Emergency Response to Natural and Man-Made Disasters was signed on 15 April 1998 in Sochi (Russia).This Agreement is yet another instrument which is expected to contribute to stability and security in the region.
