ACTION PLAN OF BSEC WORKING GROUP
ON HEALTH CARE AND PHARMACEUTICS
I. The goals of the group’s operation will be realized through the adoption of joint initiatives and activities in the following areas:
1. Joint measures for combating infectious diseases through exchange of information, practical experience and training in the field of prevention measures and of measures of diagnostics and treatment of contagious diseases;
2. Elaboration of a Joint strategy of the System of Epidemiological Surveillance based on information exchange on epidemiological situation in the Member States;
3. Scientific research and education (exchange of information, seminars, joint training programs);
4. Improvement of the legal framework of the cooperation through the elaboration of a draft Agreement on Cooperation in the Field of Sanitary Protection of the Territories of the BSEC Member States;
5. Healthcare of child and teenagers;
6. Protection of reproduction health of women of different age groups;
7. Prevention and combating bioterrorism.
II. For the two year period (November 2005 - October 2007) of its mandate as the Country – Coordinator of the Working Group on Health Care and Pharmaceutics, the Russian Federation proposes the implementation of the following actions:
a) Establishment of direct contacts among the national exchange of information and for exchange of information, in view of elaborating a common approach and of enhancing cooperation with respect to:
- Protection of the territories from penetration and spreading of extremely dangerous and quarantine diseases;
- Development of new technologies of diagnostics and treatment of new infectious diseases (bird flu, severe acute respiratory syndrome);
- Study of drug resistance formation mechanisms of pathogens of the most pressing infectious diseases, including tuberculosis and HIV;
b) Exchange of information in view of elaboration of a Joint strategy of the System of Epidemiological Surveillance within BSEC, including the organization of the Meeting of the Heads of Sanitary and Epidemiological Services of the BSEC Member States , Moscow, 2 November 2006.
c) Organization of workshops, seminars and joint scientific researches,development of educational and training programs and exchange of specialists,such as:
- Seminar of Experts of the BSEC Member States on Prevention of Infectious Diseases, including HIV/AIDS and Avian Influenza, and on Questions of Interaction in Trans-Border Conflicts and Terrorist Attacks,for the Protection of the Population, Moscow, 31 October 2006.
d) Elaboration of a draft Agreement on Cooperation in the Field of Sanitary Protection of the Territories of the BSEC Member States.
