*Article 14 para 2: The Party which has signed the present Additional Protocol may not become party to it, if it does not become party to the BSEC Agreement. On 23 July 2008 Albania will become a party to the Agreement among the Governments of the Black Sea Economic Cooperation Participating States on Cooperation in Combating Crime, in particular in its Organized Forms, signed in Kerkyra on October 2nd 1998 (called shortly in the Additional Protocol “the BSEC Agreement”).
** Serbia and Montenegro signed the Additional Protocol on 3 December 2004.
