Memorandum of Understanding on the Development of the Motorways of the Sea at the BSEC region
(Article 5: “This Memorandum will become effective on the first day of the month following the date when eight parties sign it or notify BSEC PERMIS that they completed the legal procedures required for this purpose”)

The completion of national procedures is required for the entry into force of the Memorandum with respect to the Republic of Albania, the Republic of Armenia, the Republic of Azerbaijan, the Republic of Bulgaria, the Hellenic Republic, the Republic of Moldova, Romania, the Russian Federation, the Republic of Turkey and Ukraine.
Under the Laws of Georgia and the Republic of Serbia this memorandum of understanding is not subject to ratification, approval or acceptance. The consent to be bound is expressed by signature.
Entry into force: 1 December 2008
