Biography of Secretary General

Ambassador Lazar Comanescu was appointed by the 43rd Council of Ministers of Foreign Affairs of the BSEC Member States as the Secretary General of the Permanent International Secretariat (PERMIS) of the Organization of the Black Sea Economic Cooperation (BSEC), as of 1 July 2021.


Ambassador Comanescu, started his diplomatic career in the Romanian Foreign Ministry in 1972 as Junior Diplomat at the Department of International Economic Organizations. Over nearly forty years of diplomatic activity, Ambassador Comanescu dedicated most of his knowledge and efforts to the multilateral diplomacy, both at regional and global level. He served as Romania’ s Ambassador successively to NATO, EU and Germany. He also was diplomatic adviser to the President of Romania and twice the country’s Foreign Minister. The international economic relations and particularly regional economic integration and cooperation have constantly been at the center of his activity. He was involved from the very outset in Romania’s drive toward EU integration and directly contributed to the elaboration and implementation of Romania’s strategy for integration into the European Union and played a key role in the accession negotiations. As permanent representative to the EU and as Foreign Minister, he has been an active promoter of a close cooperation between the European Union and the Black Sea Economic Cooperation Organization. As Chair-in-Office of BSEC Council of Ministers in 2015, he has been actively promoting the need of a consolidated projects-based activity of BSEC.


Ambassador Lazar Comanescu is convinced that there is scope and need for increasing BSEC’s role and capacity as catalyzer of economic cooperation and development, and through this, of stimulating synergies, a cooperative environment and stability in the region. Building on the accomplishments so far, including through appropriate adaptations and reforms, while developing and/or strengthening partnerships with other regional and international actors and institutions, would definitely and significantly help in such an endeavor and the role of BSEC PERMIS is of paramount importance in this respect. He also believes that a stronger direct involvement of business communities from the BSEC Member States is required in the elaboration of policies and projects.


In addition to his diplomatic career, Ambassador Comanescu has an academic one as well: he has   a PhD in international economics an lectured, as Associate Professor, at the Economic University of Bucharest (ASE) and at the National School of Public Administration (SNSPA). Among distinctions and awards granted to him are: Order of Loyal Service with Great Cross-Romania, Virgil Madgearu Golden Medal (Doctor Honoris Causa)- ASE Bucharest, Order of Merit with Great Cross (Grosses Verdienstkreuz)–Germany and Legion d’Honneur au Grade d’Officier- France. 


Ambassador Lazar Comanescu is married and has one daughter.
