The Republic of Armenia is the Country-Coordinator of the Working Group on Culture from 1 July 2025 until 30 June 2027.
The key priorities for BSEC activity in the field of culture are defined under Goal 8: “Development of Tourism, Protection of Cultural Heritage and Promotion of Modern Culture” of the BSEC Economic Agenda: Towards a Sustainable Future of the Wider Black Sea Area, adopted in 2023. This goal is elaborated through 22 frameworks of action, each designed to support sustainable tourism practices, safeguard tangible and intangible cultural heritage, and foster contemporary cultural expressions across the BSEC region.
The BSEC Working Group on Culture, established in 2006, serves as the main platform for promoting regional cooperation in the field of culture. The Working Group holds its regular meetings twice per year, facilitating dialogue, experience-sharing, and the development of new collaborative initiatives among the Member States.
Since its establishment, two Meetings of the Ministers in charge of Culture have been held, adopting Ministerial Declarations that provide strategic guidance for BSEC’s work in this field.
A recent notable event, the Workshop on Legislative Frameworks, Inventorying and Transmission of Intangible Cultural Heritage in the BSEC Region: Experts’ Reflections (October 2025), focused on identifying shared priorities and strengthening expert dialogue in intangible cultural heritage.
Close cooperation has been developed with the BSEC Working Group on Cooperation in Tourism, resulting in five joint meetings and one Conference of the Ministers in charge of Culture and Tourism, emphasizing the interconnection between cultural and tourism development in the BSEC region.
Furthermore, one project in the field of culture has been successfully implemented with financial support from the BSEC Project Development Fund (PDF).
The Working Group continues to benefit from partnerships with international organizations, notably through cooperation with the Enlarged Partial Agreement on Cultural Routes of the Council of Europe, based on a signed Letter of Intent, enabling participation in high-profile events and thematic platforms.
