The Republic of Moldova is the Country-Coordinator of the Working Group on Cooperation in Science and Technology from 1 July 2024 until 30 June 2026.


The key priorities for BSEC activity in the field of science and technology are defined under Goal 11: “Strengthening Regional Cooperation in Scientific Research and Technology” of the BSEC Economic Agenda: Towards a Sustainable Future of the Wider Black Sea Area, adopted in 2023. This goal is structured around 16 directions of action, promoting innovation, experience-sharing, and the development of new collaborative initiatives among the Member States.

The BSEC Working Group on Cooperation in Science and Technology, established in 1994, serves as the principal platform for promoting regional collaboration in scientific research and technological innovation. The Working Group convenes its regular meetings twice per year to review progress, exchange best practices, and explore new initiatives.

Since its inception, four Meetings of the Ministers in charge of Science and Technology have been held, adopting Ministerial Declarations and three consecutive Action Plans for Cooperation in Science and Technology, which serve as strategic guidance. The Fourth Action Plan (2022–2026) was adopted in 2021.

Recent activities include:

• The Workshop on Technoparks and Organized Industrial Zones (November 2023), highlighting the role of innovative technological entrepreneurship and start-ups as key drivers of economic growth; and
• The Workshop on Tech Entrepreneurship (February 2024), focusing on innovation and entrepreneurship as essential enablers of sustainable economic development.

A Memorandum of Intent on Science and Technology Cooperation was concluded between BSEC and the United States in 2010, strengthening collaboration in research and innovation.

In total, nine projects in the field of science and technology have been successfully implemented with financial support from the BSEC Project Development Fund (PDF).
