The Republic of Türkiye is the Country-Coordinator of the Working Group on Cooperation in Science and Technology from 1 July 2023 until 30 June 2024.


The key priorities for BSEC activity in the field of science and technology are defined by Goal 11 “Strengthening Regional Cooperation in Scientific Research and Technology” of the “BSEC Economic Agenda Towards an Enhanced BSEC Partnership”, adopted in 2023.

The main activities are carried out by the BSEC Working Group on Cooperation in Science and Technology, established in 1994, in order to promote regional cooperation in the field of science and technology, which meets at its regular meetings twice per year. Four Meetings of the Ministers in charge of Science and Technology were held that adopted Declarations and three consecutive Action Plans for cooperation in science and technology, serving as guidance for the activities in this domain. The Fourth Action Plan on Cooperation in Science and Technology for the period 2022-2026 was adopted at the Meeting of the Working Group held online on 9 December 2021. A fruitful cooperation is developed with the International Centre for Black Sea Studies (ICBSS), a BSEC Related Body and a think-tank.

 

Memorandum of Intent on Science and Technology Cooperation was concluded between BSEC and the United States in 2010.

 

Eight projects on science and technology were carried out financed by the BSEC Project Development Fund.

 

The Working Group focused its activity in particular on human resources, capacity building, research infrastructures, innovation, specific initiatives and tools in the field of science and technology. It launched the Questionnaire on national innovation related structures and encouraged BSEC Member States to identify strategic partnerships in selected fields of science and technology which resulted in the creation of a Consortium of interested entities from BSEC Member States that participated in the EU programme “Horizon 2020”.

The Working Group has on its agenda a number of proposals and projects of interest to the BSEC Member States, such as: the development of an open and interactive web-based Registry (database) of national innovation related structures for BSEC Member States; the platform for multilateral cooperation in the field of science, innovation and education in the Black Sea Region “The Black Sea Academic and Research Consortium”; youth engagement in science and technology; “The BSEC Award (Prize) for Young Scientists”; organization of  a Joint Workshop / Seminar with the United States as an initial step in the implementation of the Memorandum of Intent; cooperation with other international organizations in the field of science and technology.
